It did lower it, but unfortunately only to 16". The reason was because adding the deluxe j bar (the highest level of adjustability) adds depth to the mechanism which increases the seat height. For ergonomic reasons, I needed a petite chair that would allow someone about 5 feet tall to sit with their back against the back rest and their feet on the floor.
